To
run the administrative structure of Rajasthan, Bhajan Lal Sharma's government
is also going to import officers from neighboring states. The first name in
this series is that of JP Gupta, posted as Additional Chief Secretary (Finance)
in Gujarat. The process of bringing him to Rajasthan has started and there is a
possibility of him joining the Chief Minister's ACS post this month. It is
possible that he may be given the post of ACS (Finance).
As it will be known that the bureaucracy of Rajasthan will be controlled from Delhi. This means that appointments and transfers on big posts will be done from the PMO level so that the Bhajan Lal government does not have to face defeat on the bureaucratic front. Therefore, Delhi is making efforts to give important responsibilities to honest and result oriented officers. Only five-six appointments have been made in the last two and a half months. After the list is prepared from Delhi, transfers will take place on a large scale in every area. It is expected to happen around January 15th.
Rajasthan
is almost finalized for JP Gupta, a native of Rahawas village under Dausa
district, and Prime Minister Narendra Modi has given the green signal to
Gupta's deputation file. "Gujarat Variable" is being organized on a
grand scale in Gujarat from 10 to 12 January.
After
this ceremony, JP Gupta can come to Jaipur any time at the end of Mal month.
JP
Gupta, a highly trusted officer of the Prime Minister, is considered a capable
administrative, honest and quick decision-making officer. JP Gupta, who did
M.Tech from Jodhpur, was born on July 1, 1965 in an ordinary Khandelwal family.
He has been a very talented student since his student days. Current Chief
Secretaries Sudhansh Pant and JP Gupta are from the same batch (1991).
Delhi
had already decided the Chief Secretary, Director General of Police and
Principal Secretary to the CM. That is why T. Ravikant has not been permanently
appointed Principal Secretary to the CM. Obviously, it is certain that JP Gupta
will be appointed Additional Chief Secretary to the Chief Minister in place of
T. Ravikant. In such a situation, T. Ravikant is likely to get other important
responsibilities.
There
was a detailed discussion with Gujarat's Additional Chief Secretary JP Gupta
yesterday about coming to Rajasthan. He refused to open any cards. He also
refused to tell in what capacity he would work in Rajasthan. He said that
carrying out his duty is his priority. Whatever instructions and responsibility
I get, I will fulfill it well. He said that currently he is busy with Gujarat
Vibrant. In such a situation, they do not know what administrative activities
are taking place.
It
is certain that the duo of Pant and Gupta will definitely work to breathe new
life into the rotten, corruption-ridden and lazy bureaucracy of Rajasthan.
There is good bonding between Pant and Gupta, the benefit of which is sure to
be benefited by the people of the state. Gupta has a deep hold on economic
matters. In such a situation, there will be huge investment in the state and
the debt-ridden government is likely to get some relief from it.
Modi
works in his own style. That's why in one stroke he forced Director General of
Police Umesh Mishra to take VRS. Utkal Ranjan Sahu has also not been appointed
DGP yet. Apart from Home Guard DG, he has been given only the charge of DGP. It
is possible that DGP may also be imported from somewhere in the state. Well,
there is little hope for it. Sahu can only pull the cart for six months.
This
will be the second time in Rajasthan when an IAS officer is being imported and
made the Secretary to the Chief Minister. Earlier, during Vasundhara's first
term, Sikkim cadre IAS Govind Mohan was the secretary to the CM. The second
secretary will be JP Gupta. Some more officers may come from Delhi.
